University College London
academicUCL's frontier-AI footprint spans four clusters. UCL DARK (Decision, Action, and Reasoning with Knowledge) drives LLM agents, scalable oversight, and open-endedness — persuasive-LLM debate (ICML 2024 Best Paper, with Anthropic) and the BALROG long-horizon agent benchmark. UCL NLP under Pontus Stenetorp (legacy org github.com/uclnlp) runs the multilingual pretraining line (CuatroLLM / TransWebLLM) and co-leads Japan's NII LLM-jp national builds — from-scratch open-weights-and-data models up to 172B, now at LLM-jp-4.
Jun Wang's group supplies RL-for-LLM reasoning infrastructure: OpenR, the first open-source o1-style reasoning framework (~1.8k stars, widely referenced pre-DeepSeek-R1), and Natural Language RL. The Gatsby Unit (Sahani, Gretton) anchors theory — including an exact account of in-context learning dynamics in linear attention (ICML 2025 Spotlight). In June 2026 UCL was named host of SOFAIR, the open-source-AI-focused national lab twinned with Oxford's BOLD under the UKRI/EPSRC programme, with David Barber in leadership.
Attribution runs through heavy industry gravity: 2025-26 brought headline spin-outs — Tim Rocktäschel co-founded and leads Recursive Superintelligence (late 2025, after directing GDM Open-Endedness) and David Silver founded Ineffable Intelligence (January 2026, $1.1B seed). Both retain UCL professorships, but their post-2025 output belongs to their companies; UCL keeps only university-shipped work (Genie and the GDM-hatted oversight/open-endedness papers are Google DeepMind's).
